Process Review Panel

The PRP was established on 1 November 2008 to review cases handled by the AFRC with a view to ensuring that the AFRC deals with individual cases in a fair and consistent manner, and actions taken and decisions made adhere to internal procedures and guidelines. The establishment of and appointment to the PRP were approved by the Chief Executive of the HKSAR.

Ms Edith Shih
Chairperson

Ms Shih, BSE, MA, MA, EdM, Solicitor, FCG (CS, CGP) FCS (CS, CGP) (PE) is Executive Director and Company Secretary of CK Hutchison Holdings Limited, a Fortune 500 company listed on the Stock Exchange of Hong Kong.  She was previously the Head Group General Counsel of Hutchison Whampoa Limited (which merged with CK Hutchison in 2015) from 1993-2015 and its company secretary since 1997.  She has over 35 years of experience in the legal, regulatory, corporate finance, compliance and corporate governance fields and is qualified to practice law in England and Wales, Hong Kong and Victoria, Australia. 

 

Ms Shih is the Immediate Past International President and Member of the Executive Committee of The Chartered Governance Institute (CGI).  She is Past President and current Chairman of the Nomination Committee of The Hong Kong Institute of Chartered Secretaries and its CGI/HKICS Name Working Group.

 

Further, Ms Shih is the Chairman of the Governance Committee and a Member of the Independent Working Group for President and Vice-President Election of The Hong Kong Institute of Certified Public Accountants (HKICPA), a Member of the Council, the Human Resources Committee and the Finance Committee of The Hong Kong University of Science and Technology and a Trustee of Teacher's College, Columbia University, New York.  In addition, she is a Council Member, Chairman of the Investment Committee and Vice-Chairman of the Finance Committee of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications, a Member of The Securities and Futures Appeals Tribunal, the Professional Services Advancement Support Scheme Vetting Committee and the Executive Committee and Council of Hong Kong Management Association.

Mr Johnny Ip
Member

Mr Ip is a Senior Legal Counsel in the Legal and Compliance Department of China Resources (Holdings) Company Limited and is qualified to practice law in Hong Kong. Previously, he worked at local law firms and Hong Kong listed companies, with nearly 10 years of experience in investment, mergers and acquisitions, and listing compliance.

He is a Tuen Mun District Council member and serves as a member of the Civil Celebrants of Marriages Appointment Appeal Board, Process Review Panel of the MPFA, Chairman Panel of Appeal Tribunal (Buildings), Appeal Panel (Housing), and a co-opted member of the Action Group under Youth Development Commission.

Additionally, Mr Ip is the Chairman of the Tuen Mun District Youth Development and Civic Education Committee and a member of the District Committee.

Mr Patrick Law Fu-yuen
Member

​​​​Mr Law is the Deputy Assurance Leader of Ernst & Young Hong Kong and Macau.  He has over 25 years of practical experience in assurance and business advisory services, including assisting clients to seek listings in Hong Kong.  Mr Law is an incumbent member of the Competition Commission and the Process Review Panel for the Insurance Authority.  He was the President of the Hong Kong Institute of Certified Public Accountants in 2019.​

Mr Andrew Mak Yip-shing, BBS, JP
Member

Mr Mak is a barrister-at-law and practises as an advocate and arbitrator in international and commercial disputes, and property law.  He is an incumbent member of the Public Service Commission and the Insurance Appeals Tribunal panel.  He has previously served on various Government boards and committees, including the Financial Reporting Review Panel as the Convenor cum Member and the Council of the Hong Kong Institute of Certified Public Accountants as a lay member.​

Mr Kenneth Morrison
Member

Mr Morrison is currently a Senior Advisor of Forvis Mazars in Hong Kong.

He has been active in the Hong Kong Institute of Certified Public Accountants (“HKICPA”), served for 3 years as Chairman of the Practice Review Committee and 3 years as Deputy Chairman of the Ethics Committee. He previously served on the Disciplinary Panel of the HKICPA and also on the Institute’s Regulatory Reform working group for 5 years.

In 2015, he was appointed as an Honorary Adviser to the Financial Reporting Council for a term of 2 years. In May 2016, he was appointed to the Council of the Institute of Chartered Accountants of Scotland for a term of 2 years. In 2019, he was appointed by the Financial Services and Treasury Bureau as a member of the Financial Reporting Review Panel under the Financial Reporting Council for a three-year term.

Mr Frederick Tsang Sui-cheong
Member

Mr Tsang is the Chief Risk Officer of Everbright Limited and a Non-Executive Director of Kinergy Corporation Ltd.  He is a Chartered Financial Analyst and was the President of the Hong Kong Society of Financial Analysts.  He is an incumbent member of the Process Review Panel for the Securities and Futures Commission and was previously a member of the Securities and Futures Appeals Tribunal and the Securities and Futures Commission Advisory Committee.​

Professor Anna Wong Wai-kwan
Member

​Professor Wong is a Professor of Practice in Finance at the Business School of the University of Hong Kong.  She is the Programme Director for the Bachelor of Finance in Asset Management and Private Banking and an Adjunct Professor at the Law Faculty of the University of Hong Kong.  She is an incumbent Non-Executive Director of the Insurance Authority and a member of the Competition Commission.  She has previously served on various Government boards and committees, including the Financial Reporting Council as a temporary member, and the Financial Reporting Review Panel and the Securities and Futures Commission Advisory Committee as a member.​

Mr Yu Chung-leung
Member

​Mr Yu is a partner of Lee & Yu Certified Public Accountants.  He has more than 28 years of experience in engagements of a wide range of Hong Kong based companies, from small local entrepreneurial organisations to large international group and manufacturing companies, as well as companies listed on the Hong Kong and Overseas Stock Exchange.  He is an incumbent member of the Yuen Long District Fight Crime Committee and has previously served on the Panel of Film Censorship Advisers and Public Affairs Forum as a member.
