The Financial Reporting Council (the FRC) is an independent body established on 1 December 2006 under the Financial Reporting Council Ordinance (the FRCO). It is entrusted with the statutory duty to regulate auditors of listed entities through a system of registration and recognition, and through inspection, investigation and disciplinary action. With effect from 1 October 2022, the FRC has been renamed the Accounting and Financial Reporting Council (AFRC) and takes on significantly increased regulatory responsibilities, oversight of the performance of the Hong Kong Institute of Certified Public Accountants regarding their statutory functions relating to certified public accountants, as specified in the Accounting and Financial Reporting Council Ordinance.
As an independent regulator, we spearhead and lead the accounting profession to constantly raise the level of quality of professional accountants, and thus protect the public interest.
Our purpose is to shape a competitive environment that will nurture and promote success of the profession. Requirements
- Bachelor’s degree.
- Qualified Certified Public Accountant (CPA).
- At least 6 years of relevant post-qualification experience in audit.

- Meet and interview firm personnel to understand the firm’s quality control system and the related impact on quality audit.

- Direct and manage case teams to:
- Assess complaints and review financial statements to make recommendation as to whether an investigation and/or an enquiry should be initiated;
- Conduct investigations to inquiry into possible misconduct on the part of the public interest entity (PIE) auditors, registered responsible persons, and professional persons ;
- Conduct enquiries to inquire into possible non-compliance with relevant accounting requirements in the financial statements of PIEs; and
- Prepare reports on investigation and enquiry findings to ensure they are well-structured, precise, and supported.
- Assist the Head in developing departmental strategies, enhancing processes and procedures, and optimising resource allocation
- Build and maintain working relationships with the HKSAR Government as well as local, mainland and overseas regulators.

- Handle designated disciplinary cases and analyse multiple sources of information.
- Consolidate, analyse and consider all documentation and representations of cases referred to the Department.
- Make assessment and exercise independent judgement as to whether there is sufficient evidence to take disciplinary actions, and recommend the proposed sanctions to the AFRC as appropriate.
- Recommend to conclude a disciplinary matter by resolution.
- Implement, review and improve policies and procedures in relation to the disciplinary function.
Requirements
- Bachelor of Laws (LLB) degree or equivalent.
- A Hong Kong Qualified Lawyer.
- At least 3 years’ post-qualification experience in an administrative or regulatory area, public or commercial litigation, law enforcement or dispute resolution.

Responsibilities:
- Improve cybersecurity defense, attack preparedness, incident respond readiness, recovery procedures and contingency plan.
- Support ad-hoc security and risk analyses and prepare incident reports for critical incidents to management.
- Assist in regular cyber-attack simulation exercises and regular internal cybersecurity assessments to test the organisation’s security controls sufficiency.
- Provide support in vulnerability management operation, including schedule regular system and network infrastructure, applications systems and endpoints vulnerability scanning, classify and prioritise findings, identify relevant risks and co-operate with relevant parties for remedy actions.
- Assist in reviewing and maintaining cybersecurity policies, standards and procedures in compliance with information security and risk management policies, standards and guidelines.
- Provide support in developing and arranging technical implementation for security objectives, including device hardening (e.g. Windows, Linux, K8s, etc.) and security alerts (e.g. Elasticsearch alerts, customised scripting alerts, etc.).

- Degree in Computer Science, Information Technology, Cybersecurity or related disciplines.
