Advisory Committee

The Advisory Committee of the Accounting and Financial Reporting Council (AFRC) was established on 29 July 2022 to provide advice on matters of policy in relation to any of AFRC’s objectives and functions.

Dr. David Tak Kei Sun, GBS, JP
Chairman

Dr. Sun is the Chairman of the Accounting and Financial Reporting Council. He held the position of Director of Audit at the Audit Commission of the Hong Kong SAR Government from 2012 to 2018. Before joining the Hong Kong Government, Dr. Sun served as the Chairman and Managing Partner of Ernst & Young Greater China and the Far East and was a member of the Ernst & Young Global Executive Board from 2006 until his retirement in 2010. In 2003, he was the President of the Hong Kong Institute of Certified Public Accountants.

 

Throughout his career, Dr. Sun has held numerous significant roles, including Chairman of the Council at City University of Hong Kong, Chairman of the Mandatory Provident Fund Schemes Advisory Committee, and a member of the Exchange Fund Advisory Committee of the Hong Kong Monetary Authority. He has also served as a Non-Executive Director for the Hong Kong Mortgage Corporation and the Mandatory Provident Fund Schemes Authority, Treasurer for both the Hong Kong University of Science and Technology and Hong Kong Metropolitan University, and a member of the Listing Committee of The Stock Exchange of Hong Kong. Additionally, he has contributed to the Process Review Panel for the Securities and Futures Commission and has been a member of the Hong Kong Housing Authority.

 

Dr. Sun obtained a Bachelor’s degree of Science in Business Administration from Kansas State University in United States of America, a Master’s degree in Accounting Science from University of Illinois at Urbana-Champaign, and an Honorary Doctorate of Business Administration from the Hong Kong Metropolitan University. He is a fellow member of the Hong Kong Institute of Certified Public Accountants and a member of the American Institute of Certified Public Accountants.

Mr Clement Chan Kam-wing, BBS, MH, JP
Member

Mr Chan is an Advisor to the Board of BDO Hong Kong and the immediate past Managing Director of the firm.  He was the elected President of the Hong Kong Institute of Certified Public Accountants (HKICPA) in 2014.  Mr Chan has actively participated in accounting standards setting and governance advocacy both in Hong Kong and at the international level.  He was the Chair of the Asian-Oceanian Standard-Setters Group between 2013 and 2014.

 

He is the founding Chairman of the Hong Kong Association of Registered Public Interest Entity Auditors, the Chairman of the Consumer Council and the Chairman of the Audit Committee of the HKICPA.   Mr Chan has also been appointed as the statutory Inspector and a Trustee respectively of two major projects by the HKSAR Government.

 

Mr Chan is a Fellow of the HKICPA (Practising) and a Fellow of the Institute of Chartered Accountants in England and Wales.

Ms Ivy Cheung Wing-han

Ms Cheung is the Vice Chairman of KPMG China and Senior Partner of KPMG in Hong Kong.  She is a Past President of the Hong Kong Institute of Certified Public Accountants.  She currently serves as a member of various public service committees, including the Standing Commission on Civil Service Salaries and Conditions of Service, the Standing Committee on Company Law Reform and the Consumer Council. Ms Cheung is a Non-Executive Director of The Hong Kong Mortgage Corporation Limited, and a board member of the Insurance Authority, the Hong Kong Cyberport Management Company Limited and the Hong Kong Genome Institute.

Mr Stephen Fung Sing-hong
Member

Mr Fung is the Chairman of Magical Asia Capital Limited. He held senior executive positions in various notable companies listed on Hong Kong Stock Exchange. He has more than 30 years of experience in financial management, mergers and acquisitions, capital markets financing and corporate restructuring.

 

He is currently a Hong Kong Accounting Advisor appointed by the Ministry of Finance of the People’s Republic of China and an Election Committee member of the HKSAR.  He is also a past president of the Hong Kong Business Accountants Association and current vice president of the Association of Hong Kong Accounting Advisors.

 

He is a Fellow of the Hong Kong Institute of Certified Public Accountants and a member of the American Institute of Certified Public Accountants.

Ms Janey Lai
Member

Ms Lai is the CEO and Executive Director of the AFRC, with rich experience in both the local and Mainland accounting professions and international regulatory and compliance landscape. With decades of experience across Mainland China and Hong Kong, she focuses on auditing, talent development and transformation. Before joining the AFRC, she was a Partner of two leading international accounting firms for over 17 years.  She has a Bachelor of Economics from the University of Sydney and is a fellow member of the Hong Kong Institute of Certified Public Accountants and CPA Australia.

Mr Edward Lau Fu-keung
Member

Mr Lau is the Executive Director, Chief Financial Officer and Joint Company Secretary of New World Development Co. Ltd. leading the Group’s Finance, Accounting, Treasury, Tax, M&A, Company Secretarial matters and Investor Relations.  He is also the Executive Director of New World Department Store China Ltd.  He has over 20 years of experience in corporate management and investment banking and held various senior positions in global investment banks prior to his CFO career.

 

Mr Lau has served the public in various capacities including as a member of Governance Professionals Panel of Hong Kong Chartered Governance Institute, Advisory Council of Climate Governance Initiative Hong Kong, Advisory Board of Hong Kong Investor Relation Association, Fundraising and Social Enterprise Committee of The Neighbourhood Advice-Action Council, Finance Committee of Scout Association of Hong Kong, HKI Regional Scout Foundation Fund, Finance and Strategy Committee of Hong Kong Football Association and Career Development Advisory Board of the School of Humanities and Social Science at the Hong Kong University of Science and Technology. Mr. Lau received his Bachelor of Business Administration in Finance (with Distinction) and Master of Accounting (with Distinction) from the Ross School of Business at the University of Michigan-Ann Arbor in 2001 and 2002 respectively.  He is a U.S. Certified Public Accountant (Licensed in Michigan) and Fellow of Hong Kong Institute of Directors.

Ms Elizabeth Law, MH, JP
Member

Ms Law is the Managing Director of Law & Partners CPA Limited and is a Fellow of the Hong Kong Institute of Certified Public Accountants (Practising), a Chartered Professional Accountant, Chartered Accountant of Canada, a Fellow member of CPA Australia and a Fellow member of the Institute of Chartered Accountants of England and Wales.

 

She has served as a Council Member of the HKICPA and member of its Practice Review Committee, Complaints Committee, Disciplinary Panel B, Professional Risk Management Committee, Small and Medium Practices Committee, Continuing Professional Development Committee, Audit Profession Reform Advisory Group etc.  She is a Council Member and Past President of the Society of Chinese Accountants & Auditors and the Association of Women Accountants (Hong Kong) Limited.  She was a member of the Process Review Panel of the Financial Reporting Council.

 

She is also presently a member of the Hong Kong Inland Revenue Department Users’ Committee.

Mr Patrick Law Fu-yuen

Mr Law was the Deputy Assurance Leader of Ernst & Young Hong Kong and Macau up to 30 June 2025.  He is currently a Senior Advisor of Ernst & Young.  He has over 30 years of practical experience in assurance and business advisory services.  He is a Past President of the Hong Kong Institute of Certified Public Accountants (HKICPA), having been President of the HKICPA in 2019, and Vice-President in 2017 and 2018.

 

Mr Law continues to be very active in public service.  He currently serves as a member of the Competition Commission, the Process Review Panel for the Accounting and Financial Reporting Council and the Communications Authority.  He is also a Hong Kong Accounting Advisor by appointment of the Ministry of Finance of the People’s Republic of China.

Ms Doris Lian Shaodong, MH

Ms Lian is the Chairman and CEO of Bosera Asset Management (International) Co., Ltd.  She also serves, among her public appointments in Hong Kong, as a member of the Securities and Futures Commission Products Advisory Committee, the Process Review Panel for the Securities and Futures Commission, the Mandatory Provident Fund Schemes Advisory Committee, and the Chairperson of the Chinese Asset Management Association of Hong Kong. Ms Lian is currently an Election Committee Member of the Hong Kong SAR, having been elected in 2021.

 

With more than 30 years of practising and management experience in the asset management industry, Ms Lian has a unique and in-depth understanding of cross-border financial services and related policies.

Mr Webster Ng Kam-wah, JP

Being the founder of Webster Ng & Co., managing director of AC CPA Limited and Independent Non-Executive Director and Chairman of the Audit Committee of two listed companies on the Main Board, Mr Ng has served in the accounting profession for over 30 years and is a Fellow of the Hong Kong Institute of Certified Public Accountants (Practising), Chartered Tax Adviser and Registered Six Sigma Champion.

 

Mr Ng is engaged in different capacities with various accountancy organisations including TIHK, SCAA, ACCA and HKICPA, etc.  His other public service includes serving as a Non-Executive Director and Chairman of the Audit Committee of eMPF Platform Company Limited and member of various Government committees such as the Social Worker Registration Board, the Lump Sum Grant Steering Committee, the Competition Commission and the Securities and Futures Appeals Tribunal.

Dr Christopher To Wing
Member

Dr To is a chartered arbitrator, certified adjudicator and accredited mediator, chartered engineer, chartered information technology professional, barrister-at-law and a law professor (adjunct) who is on the panels of various leading global alternative dispute resolution bodies.  He has arbitrated, adjudicated and mediated a variety of cases and represents clients in cases within the dispute resolution field.

 

Dr To is a practising barrister at Gilt Chambers and the Programme Director of the LLM in Arbitration and Dispute Resolution at the City University of Hong Kong and was the Secretary-General of the Hong Kong International Arbitration Centre (1998 to 2008).

Ms Flora Wang Fang
Member

Ms Wang is Head of Stewardship, Asia & Portfolio Advisor at Fidelity International (FIL).  Based in Hong Kong, she leads the stewardship team covering the Asia ex-Japan markets. She is also the Portfolio Advisor for the Sustainable Asia fund.  Before joining FIL, she was the head of Investment Stewardship for the Greater China markets at BlackRock. Prior to joining BlackRock, she led the China and Taiwan Research at Institutional Shareholder Services.

 

Ms Wang sits on the Public Shareholders Group, an external committee of the Securities and Futures Commission in Hong Kong. She also sits on the global steering committee of the Climate Action 100+ initiative and co-chairs the China working group of the Asia Investor Group on Climate Change.

 

Ms Wang holds a Master of Science in Finance from the Lee Kong Chain School of Business at Singapore Management University and a Bachelor of Arts in Economics from Tsinghua University. She is a Fellow of the Hong Kong Chartered Governance Institute.

Hon Edmund Wong Chun-sek

Hon Wong Chun Sek Edmund, FCPA (Practising) is a member of the Legislative Council, representing the Accountancy functional constituency, with over 15 years of experience in the accounting profession. Hon Wong is a practising director of Patrick Wong C.P.A. Limited and an independent non-executive director of three Main Board listed companies and the Chairman of their audit committees.

 

Hon Wong is actively involved and engaged in the affairs of the accounting profession. Apart from being a fellow member of various accounting organisations, he has served as the President of the Society of Chinese Accountants and Auditors, and for the HKICPA has served as Chairman of the Small and Medium Practices Committee, Vice-Chairman of the Young Members Committee and is currently serving as Chairman of the Greater Bay Area Committee. He is also a member of the Election Committee and the Disaster Relief Fund Advisory Committee of the HKSAR.

Ms Daisy Yeung

Ms Yeung joined Emperor Capital Group in 1996 and has been working in the financial industry for over 29 years. She is an Executive Director of the Board and Chairperson of the Group, the Chairperson of the Executive Committee as well as a member of the Nomination Committee of the Company. As the responsible officer for several subsidiaries of the Company, including Emperor Securities Limited, Emperor Futures Limited, Emperor Wealth Management Limited and Emperor Asset Management Limited, her duties include formulating company strategy and overseeing company business and management, with particular focus on the company’s overall operations in the fields of marketing and business development.
