Advisory Committee

The Advisory Committee of the Accounting and Financial Reporting Council (AFRC) was established on 29 July 2022 to provide advice on matters of policy in relation to any of AFRC’s objectives and functions.

Dr Kelvin Wong, SBS, JP
Chairman

Dr Wong is the Chairman of the Accounting and Financial Reporting Council. He is an Executive Director and a Deputy Managing Director of COSCO SHIPPING Ports Limited and an Independent Non-Executive Director of two listed companies in Hong Kong. He is also the Chairman of the Corruption Prevention Advisory Committee and a member of the Advisory Committee on Corruption of Independent Commission Against Corruption (ICAC).

He was a Non-Executive Director of Securities and Futures Commission (2012-2018), the Chairman of Investor and Financial Education Council (2017-2018), the Chairman of The Hong Kong Institute of Directors (2009- 2014), a member of Financial Reporting Council (2015-2018), a convenor-cum-member of Financial Reporting Review Panel (2013-2016), a member of Standing Committee on Company Law Reform (2010-2016), a member of Main Board and GEM Listing Committees of The Stock Exchange of Hong Kong Limited (2007-2013), a member of Auditing and Assurance Standards Committee of the Hong Kong Institute of Certified Public Accountants (2006-2008) and a member of the Operations Review Committee of ICAC (2017-2022).

Dr Wong holds a Master of Business Administration degree from Andrews University in Michigan, USA, and a Doctor of Business Administration degree from The Hong Kong Polytechnic University.

Mr Clement Chan Kam-wing, BBS, MH, JP
Member

Mr Chan is the Managing Director of BDO Limited.  He is the Chairman of Hong Kong Association of Registered Public Interest Entity Auditors Limited since 2021.  He was the President of the Hong Kong Institute of Certified Public Accountants (HKICPA) in 2014.  He was also the chairman of the Financial Reporting Standards Committee of the HKICPA and the Asian Oceania Standards Setting Group for a number of years.

In addition, Mr Chan serves in a number of public positions.  He is currently the Chairman of Consumer Council, and a Non-Executive Director of the Hong Kong Mortgage Corporation Limited.  He is also the Chairman of Audit Committee and Remuneration Committee of the HKICPA, and the Chairman of Publicity and Survey Committee of the Independent Police Complaints Council. 

Mr Chan is a Fellow of the Hong Kong Institute of Certified Public Accountants (Practising), and the Institute of Chartered Accountants in England and Wales.

Ms Ivy Cheung Wing-han

Ms Cheung is the Senior Partner of KPMG Hong Kong. She is the Past President  of the Hong Kong Institute of Certified Public Accountants. She currently serves as member of various public service committees, including the Standing Commission on Civil Service Salaries and Conditions of Service, the Standing Committee on Company Law Reform, the Consumer Council Audit Committee and the Transport Advisory Committee. She is also the Non-Executive Director of Insurance Authority, Hong Kong Cyberport Management Company Limited and the Hong Kong Genome Institute.

Mr Stephen Fung Sing-hong
Member

Mr Fung is the Chairman of Magical Asia Capital Limited. He held senior executive positions in various notable companies listed on Hong Kong Stock Exchange. He has more than 30 years of experience in financial management, mergers and acquisitions, capital markets financing and corporate restructuring.

He is currently an Accounting Advisor (Hong Kong) appointed by the Ministry of Finance of the People’s Republic of China and an Election Committee Member of the HKSAR Government. He is also an immediate past president of the Hong Kong Business Accountants Association and current vice president of the Association of Hong Kong Accounting Advisors.

He is a fellow member of the Hong Kong Institute of Certified Public Accountants and a member of the American Institute of Certified Public Accountants.

Ms Janey Lai

Ms Lai is the CEO and Executive Director of the AFRC, with rich experience in both the local and Mainland accounting professions and international regulatory and compliance landscape. With decades of experience across Mainland China and Hong Kong, she focuses on auditing, talent development and transformation. Before joining the AFRC, she was a Partner of two leading international accounting firms for over 17 years.  She has a Bachelor of Economics from the University of Sydney and is a fellow member of the Hong Kong Institute of Certified Public Accountants and CPA Australia.

Mr Edward Lau Fu-keung
Member

Mr Lau is the Chief Financial Officer of New World Development Co. Ltd. leading Group’s Finance, Accounting, Treasury, Tax, Investor Relations and M&A. He has 20+ years of experience in corporate management and investment banking and held various senior positions in global investment banks prior to his CFO career.

Mr Lau has served the public in various capacities including as a member of Greater Bay Area Working Group, Mainland Opportunities Committee of Financial Services Development Council, Finance Committee of Scout Association of HK, HKI Regional Scout Foundation Fund, Finance and Strategy Committee of HK Football Association.  He is a certified member of American Institute of Certified Public Accountants.

Ms Elizabeth Law, MH, JP
Member

Ms Law is the Managing Director of Law & Partners CPA Limited and is a Practising Fellow member of the HKICPA, a Chartered Professional Accountant, Chartered Accountant of Canada, a Fellow member of CPA(Australia) and a Fellow member of the Institute of Chartered Accountants of England and Wales.

She has served as a Council Member and member of the Practice Review Committee, Complaints Committee, Disciplinary Panel B, Professional Risk Management Committee, Small and Medium Practices Committee, Continuing Professional Development Committee, Audit Profession Reform Advisory Group etc. of the HKICPA. She is a Council Member and Past President of the Society of Chinese Accountants & Auditors and Association of Women Accountants (Hong Kong) Limited. She was a member of the Process Review Panel of the Financial Reporting Council.

She is also presently a member of the Hong Kong Inland Revenue Department Users’ Committee, member of the Companies Registry Users’ Committee, Protection of Wages on Insolvency Fund Board, etc.

Mr Patrick Law Fu-yuen

Mr Law is the Deputy Assurance Leader of Ernst & Young Hong Kong and Macau.  He has over 30 years of practical experience in assurance and business advisory services.  He was a Past President of the Hong Kong Institute of Certified Public Accountants (“HKICPA”).  He was President of the HKICPA in 2019, and Vice-President of the HKICPA in 2017 and 2018.  Mr. Law is also active in public service.  He is a member of Competition Commission, Process Review Panel for the Insurance Authority, Process Review Panel for the Financial Reporting Council, the Communications Authority and its Broadcast Complaints Committee and Telecommunications Affairs Committee, and an Accounting Advisory Expert of the Ministry of Finance of the People’s Republic of China.

Ms Doris Lian Shaodong

Ms Lian is the Acting CEO of Bosera Asset Management (International) Co., Ltd. She also serves a number of public appointments in Hong Kong, including Member of Securities and Futures Commission Products Advisory Committee, the Chairperson of Chinese Asset Management Associate of Hong Kong, and the Honorary Executive Director of The Hong Kong Chinese Enterprises Association. Ms. Lian is also elected as Election Committee Member of Hong Kong SAR in 2021

With more than 30 years of practicing experience and leadership roles in the asset management industry, Ms Lian builds up unique and in-depth knowledge of cross-border financial services and policies.

Mr Low Chee-keong

Mr Low retired as an Associate Professor in Corporate Law at CUHK Business School after some three decades of service since 1992.

He is presently a Council member of The Hong Kong Chartered Governance Institute and a member of the Standing Committee on Company Law Reform.

Mr Low previously served on the Listing Committee of The Stock Exchange of Hong Kong, the Securities & Futures Appeal Tribunal and the Process Review Panel of the Financial Reporting Council.

Mr Webster Ng Kam-wah, JP

Being the founder of Webster Ng & Co., managing director of AC CPA Limited and Independent Non-Executive Director and Chairman of Audit Committee of two listed companies in main board, Mr Ng served in accounting profession for over 28 years and is a fellow Certified Public Accountant (Practising) and Chartered Tax Adviser.

Mr Ng engages in various accountancy positions including TIHK, SCAA, ACCA and HKICPA, etc.  On community sectors, he is currently a Non-Executive Director and Chairman of Audit Committee of eMPF Platform Company Limited and member of various Government committees such as ICAC, Social Worker Registration Board, Lotteries Fund Advisory Committee and Lump Sum Grant Steering Committee.

Dr Christopher To Wing

Dr To is a chartered arbitrator, certified adjudicator and accredited mediator, chartered engineer, chartered information technology professional, barrister-at-law and a law professor (adjunct) who is on the panels of various leading global alternative dispute resolution bodies.  He has arbitrated, adjudicated and mediated a variety of cases and is representing clients in cases within the dispute resolution field. 

Dr To is currently a barrister at law at Gilt Chambers and the Programme Director of the LLM in Arbitration and Dispute Resolution at the City University of Hong Kong and was the Secretary-General of the Hong Kong International Arbitration Centre (1998 to 2008).

Ms Flora Wang Fang

Ms Wang is Director, Sustainable Investing & Portfolio Manager at Fidelity International. Based in Hong Kong, she heads the stewardship team covering the Greater China markets. She is also the assistant portfolio manager for the Sustainable Asia fund. Before joining FIL, she was the head of Investment Stewardship for the Greater China markets. Prior to joining BlackRock, she held the role of Head of China and Taiwan Research at Institutional Shareholder Services. She holds a Master of Science in Finance from the Lee Kong Chain School of Business at Singapore Management University and a Bachelor of Art in Economics from Tsinghua University. She is also a CFA charter holder.

Ms Daisy Yeung

Ms Yeung joined the Emperor Capital Group in 1996 and has been working in the financial industry over 26 years with extensive experience, she is now the Managing Director of the Board and Chief Executive Officer of the Group, the Chairperson of the Executive Committee as well as a member of the Remuneration Committee and Nomination Committee of the Company. As the responsible officer for several subsidiaries of the Company, including Emperor Securities Limited, Emperor Futures Limited, Emperor Wealth Management Limited and Emperor Asset Management Limited, her duties include formulating company strategy, overseeing company business and management, and in particular on overall operations in the fields of marketing and business development.
