Sustainability and Climate Action Task Force

The purpose of the SCATF is to provide high level recommendations to the AFRC Board on strategic actions that should be considered in relation to the global developments in financial and sustainability reporting. This should include a Climate Change Action Roadmap for the AFRC that is aligned with Hong Kong’s Climate Action Plan 2050.

Dr Christine Chow
Convenor

Dr Chow is Managing Director and the Global Head of Active Ownership at Credit Suisse Asset Management. She has 26 years’ experience in investment management, research & consulting, with a focus on technology and sustainability. She is a Board Member of the International Corporate Governance Network (ICGN), an organization led by investors responsible for assets under management in excess of $US70 trillion from over 39 countries and territories. Prior to joining Credit Suisse, she was Global Head of Stewardship at HSBC Asset Management and board member of HSBC Asset Management (UK) Limited. She previously worked at Federated Hermes, Hewitt Associates and Schroders.

Mr Jamie Allen

Mr Allen is the founding Secretary General of the Asian Corporate Governance Association (ACGA). He is a published author and has more than 28 years’ experience as a writer, editor and analyst covering Asian business, finance and economics from Hong Kong.

Prior to the establishment of ACGA in mid-1999, Mr Allen acted as a consultant for multinational companies, carrying out customised research on mainly finance-related topics, including corporate governance. During 1992-95, he worked for the Economist Intelligence Unit (EIU) as editor of Business Asia, a regional management newsletter, and was a contributor to The Economist magazine during 1994-96. Mr Allen began his career in the late 1980s as a reporter for the South China Morning Post in Hong Kong.

Ms Grace Hui

Ms Hui has over 20 years of banking and finance experience. From 2013 to early 2022, Ms Hui was with Hong Kong Exchanges and Clearing Limited (HKEX) during which she served as Chief Operating Officer of its Listing Division until early 2020 when she initiated and established HKEX’s green and sustainable finance department and HKEX’s STAGE. Prior to HKEX, Ms Hui was with UBS in various roles including Global Chief Operating Officer of its Legal & Compliance Department.

Ms. Hui is currently an independent non-executive director of a company listed on HKEX.  She is an adjunct professor in the Division of Environment and Sustainability at The Hong Kong University of Science and Technology, a member of the Sustainability Committee of The Hong Kong Institute of Certified Public Accountants and a member of both the Finance Management Committee and the Global Centre for ESG Education and Research Advisory Committee of the Hong Kong Management Association. She is also a qualified lawyer in Hong Kong and in England and Wales.

Ms Ashley Khoo

Ms Khoo, CFA, CPA, is an asset management and investment banking professional with comprehensive experience in portfolio management, fundamental/quantitative/pre-deal research covering Asian and China markets, multi-asset class investment, and financial advisory. She is a Board Director of the CFA Society Hong Kong, and the Investor and Financial Education Council’s Financial Education Coordination Committee Member. Ms Khoo served as the CFA Institute’s Presidents Council Governance Committee Member from 2019 to 2020, and the President of the CFA Society Hong Kong from 2016 to 2018.

Ms Sammie Leung

Ms Leung is a Partner of ESG Services in PwC Mainland China and Hong Kong. She has long been engaged in ESG and climate change related issues. With a team of 100+ ESG professionals, the nationwide practice offers four key services: ESG Reporting, Green Finance, Climate and Strategy & Transformation.

For corporates, Ms Leung’s team serve 80+ companies in ESG disclosure advisory work, including reporting in accordance with major reporting frameworks such as Global Reporting Initiatives (GRI), Sustainability Accounting Standards Board (SASB) and Hong Kong Stock Exchange ESG guidelines.

Ms Nancy Sau Ling Tse, JP

Ms Tse is currently an Independent Non-Executive Director of Wharf (Holdings) Limited (WHL); DBS Bank (Hong Kong) Limited as well as HSBC Provident Fund Trustee (Hong Kong) Limited (HPFT). She is the Chairperson of the Board of HPFT. She is the former Chief Financial Officer and Director (Finance and Information Technology Services) of the Hong Kong Hospital Authority. She is an Adjunct Professor of the Jockey Club School of Public Health and Primary Care of the Chinese University of Hong Kong. She is a member of the Professional Accountants in Business Advisory Group. She is a Fellow member of the Hong Kong Institute of Certified Public Accountants and a Fellow member for the Hong Kong Institute of Directors.

Mr Pat Woo

Mr Woo is a Partner at KPMG China, the Head of Environmental, Social and Governance (ESG) practice in Hong Kong and the Global Co-Chair for Sustainable Finance for KPMG IMPACT. He also leads the Sustainable Finance practice in Hong Kong and is very active in developing the ESG landscape for Hong Kong and international financial centres in the region.

Mr Woo has been active for over 15 years in the field of sustainable development. Since 2018, he has chaired two working groups on the development of ESG strategy for Hong Kong for the Financial Services Development Council. The working groups have issued two policy papers during his term and the recommendations made aiming to catalyse the development of the sustainable finance market in Hong Kong have been well received.
