Finance and Corporate Affairs Committee
The Finance and Corporate Affairs Committee advises the Board on finance, budgeting, audit of the AFRC’s financial statements, corporate communications, administration and other corporate matters of the AFRC.
Ms Kwok has been serving China Construction Bank (Asia) Corporation Limited for over 37 years and is now the Non-Executive Director of the bank. She is the Chairman of the Process Review Panel for Securities and Futures Commission, and a member of the Council of City University of Hong Kong, Risk Management Committee of the Hong Kong Exchanges and Clearing Limited, as well as the Standing Committee on Judicial Salaries and Condition of Service. Ms Kwok graduated with an Honorable Bachelor of Social Sciences Degree in Economics and Management from the University of Hong Kong in 1984, and graduated with honors from the Graduate School of Retail Bank Management of the Consumer Bankers Association in the United States in July 2001.
Mr Chan has been the Chief Investment Officer of Hong Kong Cyberport Management Company's Macro Fund since 2018. He is President of the Hong Kong Venture Capital and Private Equity Association, having served as its Chairman from 2007 to 2011, and assumed the Chairmanship of the Global Venture Capital Congress (GVCC) in 2024.
He has been a member of the Market Misconduct Tribunal, established under the Securities and Futures Ordinance of HKSAR, since 2023, and is also a member of the Securities and Futures Appeals Tribunal. Mr Chan serves as an Independent Non-Executive Director of several listed companies.
He was Deputy Chairman of the Listing Committee of the Stock Exchange of Hong Kong 2021-2024 and a member of the judging panel of the HKEx Research Funding Scheme of the HKEx Foundation. From 2000 – 2019, he was the CIO of Softech Investment Management, the manager of the Hong Kong Government Applied Research Fund.
Mr Chan has a BA Hons in Economics from the London Metropolitan University, an MBA from Bayes Business School, City, University of London and a Postgraduate Diploma from FINSIA, Australia.
Mr Walter Cheung is the Founder and Managing Director of Walter Cheung Communications Limited. He has received over 100 industry awards, both locally and internationally, including two PR Professional of the Year awards and the Best General Reporter Award from the Newspaper Society of Hong Kong. He was Senior Adviser to the CEO and Founding Head of Communications & Sustainability at Hang Seng Bank. Mr Cheung actively contributes to various professional and community organisations. He serves as a member of the Sustainability Committee of Hong Kong Management Association, the PR Committee of the Community Chest of Hong Kong, the Hong Kong Federation of Journalists, and the China International Public Relations Association.
Ms Lai is the Chief Executive Officer (CEO) and Executive Director of the AFRC since April 2024. Ms Lai joined the AFRC in August 2022 as the Head of Inspection and took on the additional role of Acting CEO in October 2023. With decades of experience in Mainland China and Hong Kong, her background includes auditing, talent development and business transformation. Ms Lai has extensive knowledge of regulatory frameworks and cross-border compliance. Before joining the AFRC, Ms Lai was a Partner of two leading international accounting firms for over 17 years. She has a Bachelor of Economics from the University of Sydney and is a fellow member of the Hong Kong Institute of Certified Public Accountants and CPA Australia.
Mr Yuen has over 30 years of experience in finance and accounting for various companies, including multinationals, with the last position as the Area Finance Director of Pepsi-cola International, and Hong Kong listed companies, with the last position as the CFO of Hsin Chong Construction Company Ltd.
