财务汇报局(FRC)是根据财务汇报局条例(FRCO)于2006年12月1日成立的独立机构。 它被赋予了通过注册和认可制度,以及通过检查、调查和纪律处分来规范上市实体审计师的法定职责。 自2022年10月1日起,FRC将更名为会计及财务汇报局(AFRC),并承担显著增加的监管责任,监督香港会计师公会根据《会计及财务汇报局条例》规定的有关公共会计师的法定职能方面的表现。

Responsibilities

  • Assist in policy research projects to promote the quality of financial reporting and auditing, as well as the healthy development of the accounting profession;
  • Review and process new and renewal applications for the issuance of practising certificates to certified public accountants and registration of audit practice units, and respond to related enquiries;
  • Assist in performing the annual review of HKICPA’s performance of the specified functions;
  • Manage and review the work performed by officers; and
  • Perform other duties as assigned.

 Requirements​

  • Bachelor’s degree or above;
  • At least 5 years of working experience in professional firms (such as auditing or accounting firms and consulting firms), banks or other financial institutions, commercial organisations or public bodies;
  • Possession of accounting and auditing knowledge or CPA qualification will be an advantage;
  • Strong analytical, problem-solving, communication and project management skills;
  • Excellent command of written and spoken English and Chinese;
  • Proactive, agile, with a strong sense of responsibility, detail-oriented, able to work independently in a team and multi-task, deadline-driven.

Responsibilities

  • Conduct qualitative and quantitative research on financial reporting, audit quality, the market of listed company auditors and related topics.
  • Collect and analyse data, draft research reports, practice notes, guidance papers and other publications.
  • Support the AFRC’s efforts to promote high quality financial reporting, auditing, corporate governance and professional ethics.
  • Develop and maintain the market intelligence function of the AFRC.
  • Monitor the activities of accounting and financial services regulators worldwide to identify strategic issues and policy implications relevant to the AFRC.
  • Support the Department and other teams across the AFRC to maximise the effectiveness of the use of data and statistics.
  • Fulfil other responsibilities as assigned.

 

Requirements

  • Bachelor’s degree.
  • At least 5 years of relevant working experience in professional firms (e.g. auditing, accounting, consulting firms), banks, other financial institutions, commercial organisations, or public bodies.
  • Qualified Certified Public Accountant (CPA) will be an advantage.
  • Knowledge in accounting and auditing will be an advantage.

  • Inspect audit working papers to assess the degree of compliance with the professional standards.
  • Meet and interview firm personnel to understand the firm’s quality control system and the related impact on quality audit.
  • Prepare reports on inspection findings.
  • Communicate results of inspection with the audit firms.

Requirements

  • Certified Public Accountant registered with Hong Kong Institute of Certified Public Accountants , or a member of an accountancy body that is a member of the International Federation of Accountants.
  • Solid technical background, with at least 3-years post-qualification audit experience.
  • Extensive professional knowledge in financial reporting and auditing. 
  • Experience in quality assurance will be an advantage.

  • Direct and manage case teams to:
  • Assess complaints and review financial statements to make recommendation as to whether an investigation and/or an enquiry should be initiated;
  • Conduct investigations to inquiry into possible misconduct on the part of the public interest entity (PIE) auditors, registered responsible persons, and professional persons ;
  • Conduct enquiries to inquire into possible non-compliance with relevant accounting requirements in the financial statements of PIEs; and
  • Prepare reports on investigation and enquiry findings to ensure they are well-structured, precise, and supported.
  • Assist the Head in developing departmental strategies, enhancing processes and procedures, and optimising resource allocation
  • Build and maintain working relationships with the HKSAR Government as well as local, mainland and overseas regulators.

Requirements

  • Bachelor’s degree in Accounting, Finance, or relevant discipline.
  • Qualified Certified Public Accountant (CPA).
  • At least 12 years of relevant post-qualification experience in audit.
  • Extensive exposure and knowledge to financial reporting, auditing and assurance standards, and listing rules compliance.
  • Experience with regulatory bodies or law enforcement agencies will be an advantage.
  • Strong organisational and project management skills, and ability to prioritise work effectively.

  • Lead and manage a portfolio of designated disciplinary cases, recommend to Head whether there is sufficient evidence to take disciplinary actions or conclude a disciplinary matter by resolution, and recommend the proposed sanctions to the AFRC as appropriate.
  • Assist the Head in setting department strategies, successfully managing complicated work assignments in meeting the objectives of the department.
  • Provide input for the development and improvement of policies and procedures in relation to the disciplinary function.
  • Build and maintain working relationships with the HKSAR Government as well as local, mainland and overseas regulators.

 

Requirements

  • Bachelor of Laws (LLB) degree or equivalent.
  • A Hong Kong Qualified Lawyer.
  • At least 10 years’ post-qualification experience in an administrative or regulatory area, public or commercial litigation, law enforcement or dispute resolution.
  • Strong communication and analytical skills, working effectively in a matrixed environment.
  • Independent, motivated and have a strong desire to develop a long-term career within a regulatory body. 
  • Strong interpersonal and communication skills.
  • Good command of spoken and written English and Chinese.
  • Previous exposure gained with the financial markets will be an advantage.

  • Assist user’s problem and maintain high availability for video conferencing systems, ensuring efficient resolution and minimal downtime.
  • Install and maintain computer hardware, operating systems, applications, servers, and networks.
  • Diagnose and resolve hardware or software faults, replace parts as necessary, and offer comprehensive support including procedural documentation to prevent future issues.
  • Support the deployment of new applications, oversee website content updates, and act as an application administrator.

Requirements

  • Diploma or above in Information Technology, Computer Science or relevant discipline.
  • At least 2 years of relevant working experience in IT application, infrastructure support and/or service delivery.
  • Knowledge and experience in key technologies such as Windows 10/11 Professional, M365, Microsoft SharePoint, Microsoft Windows Server 2016, Microsoft SQL Server, Microsoft Azure cloud, VMWare, Veeam backup, Symantec Endpoint Protection, SonicWALL, and FortiGate will be an advantage.
