财务汇报局(FRC)是根据财务汇报局条例(FRCO)于2006年12月1日成立的独立机构。 它被赋予了通过注册和认可制度,以及通过检查、调查和纪律处分来规范上市实体审计师的法定职责。 自2022年10月1日起,FRC将更名为会计及财务汇报局(AFRC),并承担显著增加的监管责任,监督香港会计师公会根据《会计及财务汇报局条例》规定的有关公共会计师的法定职能方面的表现。

Responsibilities
- Drive high-impact research on audit, financial reporting, and governance to inform policies that strengthen the accounting ecosystem.
- Oversee the monitoring of global and local developments in professional standards and guide the development of practical guidance that elevates audit and reporting quality.
- Direct the application and continuous enhancement of auditor registration frameworks to uphold professional integrity and public trust.

Requirements
- Bachelor’s degree.
- Qualified Certified Public Accountant (CPA).
- At least 6 years of relevant post-qualification experience in audit.
- Motivated and have a strong desire to develop a long-term career within a regulatory body.
- Experience in policy research and sustainability assurance is an advantage.
- Strong organisational and project management skills.

- Assess complaints and review financial statements to make recommendation as to whether an investigation and/or an enquiry should be initiated;
- Conduct investigations to inquiry into possible misconduct on the part of the public interest entity (PIE) auditors, registered responsible persons, and professional persons ;
- Conduct enquiries to inquire into possible non-compliance with relevant accounting requirements in the financial statements of PIEs; and
- Prepare reports on investigation and enquiry findings to ensure they are well-structured, precise, and supported.
- Assist the Head in developing departmental strategies, enhancing processes and procedures, and optimising resource allocation
- Build and maintain working relationships with the HKSAR Government as well as local, mainland and overseas regulators.

- Handle designated disciplinary cases and analyse multiple sources of information.
- Consolidate, analyse and consider all documentation and representations of cases referred to the Department.

Responsibilities:
- Improve cybersecurity defense, attack preparedness, incident respond readiness, recovery procedures and contingency plan.
- Support ad-hoc security and risk analyses and prepare incident reports for critical incidents to management.
- Assist in regular cyber-attack simulation exercises and regular internal cybersecurity assessments to test the organisation’s security controls sufficiency.
- Provide support in vulnerability management operation, including schedule regular system and network infrastructure, applications systems and endpoints vulnerability scanning, classify and prioritise findings, identify relevant risks and co-operate with relevant parties for remedy actions.
- Assist in reviewing and maintaining cybersecurity policies, standards and procedures in compliance with information security and risk management policies, standards and guidelines.
- Provide support in developing and arranging technical implementation for security objectives, including device hardening (e.g. Windows, Linux, K8s, etc.) and security alerts (e.g. Elasticsearch alerts, customised scripting alerts, etc.).

Requirements:
- Degree in Computer Science, Information Technology, Cybersecurity or related disciplines.
- At least 3 year of relevant experience in cybersecurity management with extensive knowledge of best practices, concepts and international security standards.
- Hands-on experience with cybersecurity operation including but not limited to:
- Basic scripting: Python, Bash script and PowerShell;
- Offensive security: Tenable Nessus, Burp Suite, OWASP ZAP, Kali and Nmap;
- Defensive security: Security hardening, NGFW, WAF, IPS, IDS, NAC, EDR and Anti-virus, DLP, SWG, MDM, PAM;
- SIEM: Elasticsearch or Splunk;
- Incident handling.
- Solid knowledge of enterprise IT environment, such as:
